Hunsdon Parish Council have the following comments on the planning
> application for 16 houses south 10, Acorn Street.
> a) The Parish Council is deeply concerned about the lack of safe
> pedestrian access into the village centre. In particular, we think that
> there should be continuity of footway along the east side of Acorn Street
> thus providing a safe pedestrian route to the village school. We have
> discussed the issue with HCC and it seems that a footway will require land
> acquisition. If this is not practicable, we want to see the construction
> of traffic calming facilities in Acorn Street to slow vehicle speed in the
> vicinity of Hempstalls and provide a narrowing of the carriageway opposite
> the estate junction. This could be achieved through a chicane at the
> village 30MPH limit (southbound priority) and another at the estate
> entrance (northbound priority). We already have a similar installation in
> Widford Road on the northern boundary of the village. Mark Cornell is
> looking into these proposals and has confirmed that funding could be
> provided through the S106 Agreement. This would be a combination of the
> traffic calming contribution already negotiated and the Sustainable
> Transport contribution.
> b) The Parish Council have decided to erect a bus shelter in Acorn
> Street near the Crown PH car park. We would welcome support funding from
> the Sustainable Transport Contribution under the S106 Agreement.
> c) Regarding the open spaces/community component of the S106 Agreement,
> we would be pleased to receive support for our Village Hall, for the
> football facilities on our recreation ground and for our childrens'
> playground. Perhaps the details of these issues can be discussed after the
> Agreement has been secured.
> d) We understand that a component of the S106 Agreement also includes a
> contribution toward the support of school education. Moreover, we
> understand that this funding had been earmarked by the County Council for
> Secondary Education. The Parish Council is concerned that our village JMI
> School is already very near capacity and this development may well cause
> some problems. We would like to see some of this funding directed to the
> school and we are pursuing this issue through our District Councillor,
> Mike Newman.
> e) Affordable Housing Tenure Structure
> Hunsdon Parish Council would like the District Council to allocate 100% of
> the affordable housing units on this development to intermediate housing.
> Our case for moving away from the standard 25/75% social rented to
> intermediate is outlined below:
> i) According to the New Affordable Homes Commissioning Brief - September
> 2008, the standard split has been based on the Housing needs Survey of
> 2004. Since then the market has changed significantly and we have seen
> large increases in house prices. The Council's Sustainable Community
> Strategy 2009-2024 quotes 16% increase between 2005 and 2008. The SCS
> recognises that a substantial number of households are financially
> restricted and we conclude that it has become nigh impossible for emerging
> households to get a foot on the house ownership ladder. The Commission
> Brief allows the percentage to be determined after taking into account
> market requirements. We believe therefore that shared equity arrangements
> would go some way to meeting the market demands.
> ii) The above arguments apply district wide of course and are not
> particular to Hunsdon. However, of the 440 dwellings in Hunsdon, 88 are
> social rented. As far as the Parish Council is aware there are no shared
> equity properties. Thus in Hunsdon we have 20% rented properties as
> compared to 14% across East Herts and 18% in England. The figures are
> quoted from the SCS. The Parish Council feels that some rebalancing would
> give more opportunity to emerging households to get a foot on the ladder
> and join our community. We have a thriving community - Village of the Year
> East and overall Hertfordshire Village of the Year 2011 - top class
> village JMI school and probably seem very attractive to those wishing to
> join us. We would welcome households who have taken a stake in the village
> and are committed to engaging in the community.

> f) Concerns have been raised about the control of construction
> associated traffic whilst the development is underway. In particular, the
> Parish Council are anxious to avoid the inevitable nuisance and consequent
> complaints of uncontrolled parking of vehicles associated with the
> building operations. In this respect Wicklands Road is of particular
> concern. We understand that the Developer will produce a construction
> method statement and we would like to see some safeguards built into this
> undertaking to minimise the nuisance.

> The Parish Council would be most grateful if these points can be taken
> into account either directly by your Authority or through you to the
> County Council when finalising the S106 Agreement
